摘要:
围绕指标培训、数据质控、专家库等模块阐述三级职能与实践，剖析层级衔接、培训针对性、基层执行及质控闭环等问题，提出健全联动、强化统筹、完善质控、激活专家库、夯实执行等对策，旨在“打通‘最后一公里’”，提升考核水平，转化政策工具为发展能力；而高效顺畅的三级培训传导路径是政策落地、数据规范与质量提升的重要保障。
Abstract:
This paper discusses the three-level functions and practices in terms of training on performance indicators, data quality control, and expert database management. It identifies problems concerning the articulation between different levels, the specificity of training, the implementation at the grassroots level, and the closed-loop nature of quality control. To address these issues, we propose countermeasures such as improving coordination mechanisms, strengthening overall planning, refining quality control, activating the expert database, and reinforcing execution. The overarching aim is to "break through (the last mile)," improve the quality of performance appraisal, and translate policy tools into capacity for development. The efficiency and smoothness of the three-level training conduction pathway are vital to ensuring policy implementation, data standardization, and quality improvement.
