目的基于政策体系角度,分析《中医药发展战略规划纲要(2016—2030年)》中政策工具的应用情况,为今后制定中医药发展政策提供建议。 方法采用内容分析法,构建“政策工具-政策过程”二维分析框架,对中医药发展政策文本进行研究。 结果191个政策文本编码中,政策工具维度环境型政策工具运用最多[45.55%(87/191)],其次为供给型[占30.89%(59/191)]和需求型[占23.56%(45/191)]政策工具;政策发展过程维度中,政策规划、政策实施、政策监督和政策评价工具分别占13.61%(26/191)、74.35%(142/191)、7.33%(14/191)和4.71%(9/191)。 结论中医药发展政策应协调运用不同类型的政策工具,调整环境型政策工具内部结构,重视供给型和需求型政策工具的推动和拉动作用,是政策监督和评价过程中切实可行的政策工具。
Abstract:
ObjectiveTo provide the suggestions for the policies related to TCM development by analyzing the application of policy tools in the strategic plan for the development of Chinese medicine (2016-2030) based on the perspective of policy system. MethodsThe content analysis method was used to construct a two-dimensional analysis framework of "policy tools-policy evaluation" and conduct research on the policy documents on the deve-lopment of traditional Chinese medicine. ResultsAmong 191 policy text codes, policy tool dimension environ-mental policy tool is used the most [45.55%(87/191)], supply-based type [30.89%(59/191)] and demand-based type [23.56%(45/191)] policy tools are the next; among the policy development dimensions, policy planning, policy implementation, policy supervision and policy evaluation tools have 13.61% (26/191), 74.35% (142/191), 7.33% (14/191) and 4.71% (9/191) respectively. ConclusionIt is suggested that the government should coordinate the use of different types of policy tools, adjust the internal structure of environmental policy tools, appropriately increase the use of supply-based and demand-based policy tools for TCM development policy, and it is a practicable policy tool in the policy supervision and evaluation.
